The Shaanxi Women's Federation (SWF), formerly known as the Shaanxi Democratic Women's Federation, was established in October 1950 and began to use its current name in 1957. It is a local organiz ation of the All-China Women's Federation (ACWF) and works independently in accordance with the ACWF Constitution.

The SWF has an organizational system that combines local organizations and group members. It is governed by the Shaanxi Provincial Women's Congress (SPWC) and the Executive Committee elected by the SPWC which is convened every five years. When the SPWC is not in session, the Executive Committee acts on the decisions made by the ACWF and the resolutions adopted by the SPWC, reports regularly to the ACWF, and discusses major issues concerning women's affairs in the province and makes related decisions. The plenary session of the Executive Committee is held once a year, convened by the Standing Committee that governs the Executive Committee between its sessions. The Standing Committee decides on important issues concerning women's affairs in the province, reports regularly to the Executive Committee, and is subject to its supervision. To date, Shaanxi Province has held 14 women's congresses.
